The ACS Design Grant aims to showcase how funding from family offices, foundations, and donor agencies can stimulate blended finance solutions addressing the climate finance gap on a large scale. The key donors for this initiative are the Monetary Authority of Singapore, the Department of Foreign Affairs and Trade Australia, Olayan Group, and UBS Optimus Foundation.

The ACS Design Grant will focus on vital climate mitigation and adaptation sectors in Asia, including nature-based solutions (NbS), clean energy transition, and sustainable cities and infrastructure. It will offer grants for feasibility studies and proof of concept for innovative solutions employing blended capital structures to attract climate-smart investment in the region.

Funding  Available

Candidates have the option to seek funding for either feasibility studies or proof-of-concept projects.

  • Feasibility study proposals should demonstrate 1) a compelling investment case and an initial financial framework, and 2) early involvement with potential investors and relevant stakeholders.
  • Grants typically fall within the range of USD 50,000 to USD 200,000.
  • Funding is provided to investigate the viability of the idea. Eligible activities may include:
  • Evaluating the potential for investment or financing of the concept.
  • Conducting market research and engaging with stakeholders.
  • Performing an analysis of potential climate and gender impacts.
  • Developing the financial and legal framework.
  • Promising feasibility studies supported through this program may be evaluated for additional funding for proof-of-concept.
  • Proof-of-concept applications should show 1) interest, and ideally commitment, from investors and relevant stakeholders to back the concept, as well as 2) a financial model.
  • Grants range from USD 200,000 to USD 400,000.
  • If a feasibility study (or similar assessment) has already been carried out, the funding will be provided for finalizing all design and organizing activities required for launch. For instance, eligible activities may include:
  • Finalizing the capital structure and financial model
  • Conducting fundraising and marketing efforts with potential investors
  • Selecting implementing partners
  • Finalizing the legal structure and creating necessary launch documents
  • Establishing an impact assessment framework and gender action plan (or equivalent) based on previous feasibility analysis.

Eligibility Criteria

Proposals must meet the following eligibility criteria:

  • Purpose: Proposals clearly express the requirement for grant funding to develop and/or introduce an innovative blended finance solution.
  • Solutions must focus on addressing climate change through either mitigation or adaptation efforts.
  • Geography: Proposals aim to reach one or more developing markets (s) in Asia. Applicants are not required to be based in a developing market, but the end beneficiaries and targeted activities must be located in those markets.
  • Sectors: Proposals aim to address one or multiple sectors and their respective sub-sectors from the following list:
  • Nature-based Solutions (NbS)
  • Environmentally sustainable forestry and land use practices for climate adaptation
  • Balanced and sustainable agricultural and agroforestry methods
  • Insurance and resilience strategies for climate-related disasters
  • Effective natural resource management to safeguard and conserve natural assets, including:
  • Sustainable fisheries and aquaculture
  • Sustainable forestry
  • Forest and blue carbon
  • Coastal protection
  • Eco-tourism
  • Clean Energy Transition
  • Renewable energy generation (on-grid and off-grid)
  • Energy efficiency
  • Energy transmission, storage, and distribution
  • Sustainable Cities & Infrastructure
  • Sustainable infrastructure/housing
  • Low-carbon transportation
  • Waste and wastewater management
  • Urban Nature-based Solutions
  • Applicant: Only organizations or groups of organizations are eligible to submit proposals. This can include asset owners, managers, advisory firms, foundations, non-profit organizations, and private enterprises. The lead organization must be capable of providing evidence of incorporation and financial statements from the prior fiscal year.
