About Payne Fellowship Program

The Payne Fellowship Program is designed to support your journey to the USAID Foreign Service by providing up to $104,000 in benefits over two years. This comprehensive package covers graduate school expenses, internships, and professional development activities.

The Program awards up to thirty fellowships each year, with each fellowship valued at up to $52,000 annually for a two-year program.

Benefits of the Payne Fellowship Program

The financial support includes:

  • A tuition coverage of up to $24,000 annually and provision of mandatory fees for a two-year master’s degree at a U.S. institution.
  • Provision of a stipend for each academic year up to $18,000, to cover expenses related to room, board, books, and other educational items
  • To cover expenses related to housing, and transportation during summer placements, up to $10,000 stipend is provided per year
  • At the end of the two-year program, Payne Fellows are expected to obtain a degree in international development or another relevant field related to the work of the USAID Foreign Service at an approved U.S. graduate or professional school.

Participation in the Payne Program is subject to the successful completion of pre-employment procedures mandated by USAID, including background investigations for security clearance and medical examinations.

Eligibility Requirements for Payne Fellowship Program

To apply for the Payne Fellowship Program 2024, applicants must meet the following criteria:

  • He/She is a U.S. citizen
  • Fall within the age range of 18-58 years.
  • Intend to enroll in a U.S. university for a two-year graduate program starting in the fall of 2024.
  • Possess a cumulative grade point average of 3.2 or higher on a 4.0 scale at the time of application.
