The fund aims to encourage and enable in-depth reporting on topics of public interest that might otherwise go uninvestigated due to limited resources or lack of media attention. It provides financial support to journalists and media organizations to carry out investigative projects across various formats, such as print, online, radio, or television.

The fund supports both cross-border and national investigative journalism projects, covering a wide range of topics including political, social, environmental, economic, and cultural issues. The grant can be used to cover research expenses, travel costs, and production costs related to the investigation.

A total of €265,000 will be divided among four application rounds, resulting in an average of approximately €66,000 per round.

Grant Coverage

A grant can be used to cover two types of expenses:

  • Grant funds can be used for expenses related to both freelance and employed staff journalists.
  • Eligible expenses may include travel, visa fees, accommodation, translation services, fixers, access to pay databases, FOI requests, legal screening, and more.
  • Freelance journalists may also receive funding for research time.
  • certain expenses are not eligible for grant coverage, such as IT equipment, cameras, office costs, production costs, food and beverage expenses, and per diems.
  • Collaborating with journalists on the ground can help reduce your carbon footprint by avoiding unnecessary travel and leveraging the expertise of journalists from other countries.

Grant Type

The Pascal Decroos Fund offers three types of grants:

  • INVESTIGATIVE JOURNALISM: This grant provides support for investigative journalism projects, allowing the applicant to focus on a specific topic for an extended period.
  • IN-DEPTH JOURNALISM: Projects eligible for this grant should surpass regular reporting or daily journalism. The subject matter or theme should be unique, or alternatively, the approach or perspective taken must be distinctive.
  • PRELIMINARY RESEARCH: In cases where the outcome of an investigation is uncertain, applicants can apply for a grant to cover the expenses of preliminary research. This enables journalists to assess whether the expected results can be obtained before committing to a full project.

Eligibility Criteria

  • Both aspiring and experienced journalists are eligible to submit projects that cannot be realized through traditional journalism channels. These projects should have significant news value, and depth, and be original, innovative, and time-consuming.
  • The applicant must be a journalist or aspiring to a career in journalism and should provide personal references and/or references to previous work.
  • Only individuals can apply for a grant, not organizations or institutions.
  • Projects focused on investigative and special journalism should address topics relevant to Flanders.
  • The project should be published in a medium that uses the Dutch language and is based in Belgium. Journalists with more than two years of experience are required to provide a letter of intent from at least one established news outlet. However, beginners will be given favorable consideration if they can provide a letter of intent as well.
  • Grants are available for various journalistic mediums, including newspaper and magazine articles, radio and television documentaries and series, photo-reportages, books, podcasts, and journalistic non-fiction books.
