About the PAP Scholarship Programme

As a core part of the Presidential Amnesty Programme’s reintegration goals, the PAP Scholarship provides funding to qualified ex-agitators and indigenes of the Niger Delta to obtain tertiary education in Nigeria. This formal education pathway is focused on long-term empowerment, building capacity, and creating sustainable peace and development within the region.

Undergraduate Scholarships

This category supports new 100-level students in selected Nigerian universities. The scholarship covers tuition, fees, and other necessary educational expenses to support formal academic training for ex-agitators and indigenes.

Eligibility Criteria

To qualify for the PAP Scholarship 2025/2026, applicants must meet the following:

  • Must be an indigene of one of the Niger Delta States:
    • Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Ondo, Imo, Rivers
  • Must be at least 16 years old
  • Undergraduate applicants must:
    • Have sat for the 2025 UTME
    • Be newly admitted to the 100-level
    • Have a minimum of 5 credits in WAEC/NECO, including English and Mathematics
    • Not using awaiting results
  • Must maintain a minimum CGPA of 2.5/5.0 or 2.0/4.0 each academic session
  • Must not be involved in any act of misconduct
  • Must comply with all PAP scholarship regulations
  • Postgraduate applicants must have a First-Class or Second-Class Upper for reconsideration (if previously sponsored)

  • O’Level Result (WAEC/NECO) – Minimum 5 Credits including English & Mathematics
  • 2025 UTME Result
  • Local Government Identification Letter

For Postgraduate Applicants (in addition to the above):

  • NYSC Certificate
