3 Million Technical Talent Program for Nigerians
The 3 Million Technical Talent (3MTT) program, led by the Federal Ministry of Communications, Innovation & Digital Economy, aligns with President Bola Ahmed Tinubu’s vision of creating 2 million digital jobs by 2025. This program, an integral part of the Renewed Hope agenda, aims to develop a strong pool of technical talent in Nigeria.
The goal is to support Nigeria’s digital economy and establish the country as a hub for exporting technical talent. The initial phase of the program will involve collaboration with NITDA, and it will bring together various stakeholders including fellows, training providers, partners, and placement organizations.

The Benefit of 3 Million Technical Talent Program
Participants in this phase of the program will receive financial support solely for the cost of training. They will need to cover their own expenses for transportation, meals, and any other associated costs.
Eligibility Criteria
To be eligible for this program, you must meet the following requirements.
- The program is available for Nigerian citizens living in the country.
- Applicants should have a genuine interest in obtaining technical skills to enhance their competitiveness in both local and global technical talent markets.
Training Model Requirements
- Curriculum & Training methods: The training provider must develop a comprehensive curriculum for each skill, including the teaching strategies used.
- Training experience evidence: Providers must provide evidence of their past training in the specified skills.
- Faculty & Facilities: The expertise and experience of the faculty, as well as the availability of resources and facilities, will be evaluated for effective training.
- Apprenticeship & Internship models: Training providers with apprenticeship and internship programs are preferred to provide practical experience alongside theoretical knowledge.
- Cohort Engagement & Peer Learning: Cohort-based models and peer-to-peer learning should be integrated into the training programs to improve student engagement and completion rates.
- Multi-modal Delivery Methods: Various training methods such as online, live, hybrid, and recorded can be utilized to cater to learners’ individual needs. However, a physical component is necessary to facilitate peer interactions and networking among participants.
- Clear skill development benchmarks: Training providers must establish clear skill development benchmarks (e.g., beginner, intermediate, advanced, expert) and evaluate them at the beginning and end of the program, aligning with global standards.
- Inclusivity: Inclusivity is essential, and training providers should create an environment that welcomes and supports individuals from diverse backgrounds and identities. They should address the unique challenges and barriers faced by gender, individuals with disabilities, and other minority groups through proactive steps in their program design.
- Completion rate: The program aims to achieve a target completion rate of 80% or higher for accepted fellows.
Placements Model Requirements
- A clear placement strategy: Training providers must have a clear plan for placing the talents they train.
- Evidence of Relationships and Track Record in Placing Talent: Providers must be able to provide evidence of their successful relationships and track record in placing talent from previous cohorts. It is mandatory for providers to ensure that at least 50% of the fellows are placed in jobs that match their skill level and meet the standard economic level within 3 months of program completion.
Placement Monitoring System
- A successful placement model requires more than just finding initial jobs for fellows. It also involves supporting their ongoing growth and advancement. To properly assess the training’s impact on individuals, providers need a system that regularly monitors the progress and development of fellows in collaboration with their employers.
M&E Model Requirements
- Providers of training programs must have an effective monitoring and evaluation (M&E) system in place to track the progress of talent during their training. The reporting aspect of this system should be automated to ensure efficient and accurate data collection.
End of training M&E system
- It is necessary for providers to have a functional M&E system in order to assess the progress of technical talents at the conclusion of the program, in relation to the skill development benchmarks set at the beginning of the program.
Post-program M&E system
- Providers must ensure that they have a functioning M&E system in place to monitor the progress of talents after they complete their program and throughout their first year of employment.
